Voluntary Vulnerable Persons Registry

The Voluntary Vulnerable Persons Registry (VVPR) is a list for Halifax Regional Municipality residents who need extra help during emergencies, such as power outages or storms. This registry helps first responders understand who requires support during emergencies, ensuring that assistance can be provided appropriately.

The VVPR is for residents who face challenges like mobility, vision, hearing, cognitive or developmental disabilities, mental health issues, or those who need electricity for life-sustaining equipment such as oxygen or dialysis. Residents who receive 24-hour support or live in a care facility typically aren’t eligible. Children under 18 are usually not eligible unless they need electricity for life-sustaining equipment, in which case the caregiver can register.

Registration is voluntary and easy. To get started, simply fill out the intake form online or call 311 for assistance. If you’re unsure about eligibility, you can still contact 311 for guidance. You can reach the 311 Contact Centre at 1-800-835-6428 (outside HRM, within Nova Scotia) or (902) 490-4000 (outside Nova Scotia).

Once you are registered, Emergency Management staff will reach out to you during an emergency to provide updates and support. The VVPR uses hfxAlert to send notifications through text, email, and phone calls.
